Rockey Clark, 25, of Howard was arrested at 1:30 a.m. on Wednesday on an outstanding warrant.
Nicole Mitchell, 27, of Mount Vernon was arrested at 1:30 a.m. on Wednesday for falsification and for obstructing official business.
Jordan Hall, 24, of Mount Vernon was cited at 1:50 a.m. on Wednesday for failing to use required headlights, for operating a vehicle without an operator/chauffer license. He was also charged with possession of marihuana drug paraphernalia.

Incidents:
At 1:50 a.m. on Wednesday, an officer initiated a traffic stop and found that the driver lacked a required license and possessed drug paraphernalia. A suspect was identified and charged. A multi-colored glass pipe and a small bag of marijuana were collected as evidence.
At 5:25 a.m. on Wednesday, an officer was conducting a follow-up on a theft call at a residence on the 100-block of E. Burgess Street when he determined that one of the suspects was wanted on an outstanding warrant. Along with two other officers, he obtained permission to enter the residence and arrest Rocky Clark, 25, of Howard without further incident. He was transported to Knox County Jail.
At 6:10 p.m. on Wednesday, a victim reported theft from and damage to a coin-operated Sports Arena machine. An undetermined number of trinkets had been taken.
At 9:40 p.m. on Wednesday, officers responded to a reported disturbance at an apartment on the 1100-block of Beech Street. Suspects were identified.
