MOUNT VERNON - The months-long process to determine the next captain of the MVPD has stretched on even longer due to a protest that was filed regarding Sgt. Kit Morgan. Morgan scored highest on the test and assessment for the position, but the protest means the Civil Service Commission must investigate the latest allegations before naming the captain. Sgt. Scott McKnight also has taken the captain's test.
According to Mayor Dick Mavis, the Commission heard from both sides last week and is scheduled to rule this coming Friday. Mavis says the protest involves Morgan's eligibility to becoming captain. The captain candidates must have been working as sergeant for at least a year before they are can be promoted. Mavis says Morgan did serve 18 months as Sgt. before being demoted a year and a half ago due to the parking meter and impound lot investigation. Morgan was promoted back to Sgt less than a year ago.
